Tokyo Elections

AKB48 had been encouraging folks to vote for who they wanted to be the next governor of Tokyo. There were a load of ads on the trains and on TV too - CM below.
The governor of Tokyo however remains as Ishihara-san. I kinda liked candidate Yujiro's smile.
Not many decided to run for governor - maybe because the result was already decided?
And then after the governor elections were the seat elections. Usually around election time, a load of cars drive around with loudspeakers where the candidate repeatedly shouts out their name. This process went on for many years but was different this time round. A "No Election Car" movement meant that many decided not to do it as its just noisy, causes traffic jams and wastes tax payers money. More on this in the news report below.
Foreigners are not allowed to vote and many think that its unfair. I'm not bothered at all but if I could vote then I would go for number 12.
All the bingo boards have been taken down now but found it interesting when I first saw them. Anybody an stick up their candidate poster.
Do they do anything like this where you are?
Are you eligible to vote in your country and do you?
